Loakan Proper Barangay, from the place known as early as 1600s as Doakan then as Barrio of Loakan, was created by dividing aforementioned barrio into Barangays Loakan-Apugan, Loakan-Liwanag, Loakan Proper, etc. through the strength of PD 86 otherwise known as a Decree Creating a Citizens Assembly which was signed into law on December 31, 1972.

(D) Lower Quirino Hill Barangay: Putting People First.

BRIEF HISTORY:

In the early 1950’s, the area was an undisturbed rocky mountain which was completely covered with pine trees and other woods species bearded with moss and vines which served as sanctuary for birds and bees and other forest wildlife. The small brook which cuts it awayfrom the Buyog watershed down Camdas was also teeming with tadpoles, mudfish (jojo), crabs and frogs which children from nearby Lucban and Camdas area love catching while taking a dip in the clear and cool water.

Formerly, the entire Quirino Hill area was known as the Carabao mountain. The portion where Barangay Lower Quirino Hill is situated was formerly claimed by Dr. Jose dela Rosa. However, due to acute housing space in the city, a group of certain Nieves Wallac and 83 other started to speculate and built their dwellings along the northern portion of the creek along the dela Rosa claim. This eventually led to the growth of people escaping the ever crowding city environment to move along Barangay Lower Quirino Hill and constructed their perspective houses. The people who occupied Barangay Lower Quirino Hill eventually formed a neighborhood association to stake their claim over the lands they had occupied and voted Mr. Manuel Castro as its president.


On May 13, 1970, Barangay Lower Quirino Hill created as one barangay of the city, by virtue of a City Council Resolution Numbered 204 recognizing it as a duly constituted barangay with Mr. Manuel Castro as its first barrio captain with councilmen Cayetano Munar, Abraham Cruz, Remigio Tactay, Rodrigo Santiago, Laureano Moyano and Rodrigo Cauton


NOW AND THEN:

Barangay Lower Quirino Hill is situated along the eastern slope of Buyog Watershed. Bounded on the north is Barangay West Quirino Hill, on the East is Barangay Camdas Subdivision, on the south is Buyog creek bordering Barangay Dizon Subdivision and on the West is Buyog Watershed. The total land area of the barangay is 4.8 hectares.


The affairs of the barangay is presently administered by the incumbent barangay officials led by its Punong Barangay Peter O. Wasing and members of the Sangguniang Barangay Kagawads, Kirk Becasen, Lorenza Ducusin, Leopoldo Pangan, Van Oliver Dicang, Evelyn Cariño and Naty Pumihic. Dessa Munar is the Sangguniang Kabataan Chairperson.
