Title : Liga Pres. Seeks Data on City High Risk Areas
Coming at the heels of renewed efforts to strengthen City disaster risk reduction management measures LIGA President and ex-oficio City Councilor Honorable Joel A. Alangsab has filed a proposed resolution requesting concerned offices to supply the City government with their studies and evaluation, as well as assessment, on the high risk and landslide prone areas or barangays in the City of Baguio.
The proposed legislative measure seeks to augment efforts by the City to undertake needed preparations during the rainy or typhoon season.
In one of the whereas clauses of the said proposed resolution, Councilor Alangsab mentioned that combined efforts for effective risk reduction and prevention of disastrous results must not only be exerted during the actual onset of the rainy or typhoon season but even before the onslaught of such calamities. The alderman also cited various studies which show that climate change is in fact an actual occurrence that necessitates, on the part of concerned agencies, proactive measures to better prepare the City for abrupt and extreme changes in the weather.
The councilor also stated that whatever information derived from the concerned agencies such as but not limited to the Office of the Civil Defense-Cordillera, the Mines and Geosciences Bureau-Cordillera, relating to high risk areas or barangays in the City will enable the latter to enact measures as well as needed action to safeguard lives and property.
The proposed resolution is also related to City Ordinance numbered 40 series of 2011, enacted September 29 of last year providing for the conduct of a multi-hazard mapping for the City of Baguio.
The ordinance which was introduced by Honorable City Councilor Isabelo Cosalan, Jr. stressed the need for a multi-hazard mapping of the City to aid urban planners in formulating appropriate and updated measures in dealing with the hazard areas including disaster/calamity preparedness/response managers. In the said legislative measure a technical committee was also established with the duty and responsibility of securing existing data or studies that are material to the mapping activity, conduct an inventory of hazard prone areas, both natural and man-made, prepare and produce a multi-hazard map for the City of Baguio and making it available for distribution to all City Offices, barangays, media, as well as those involved in development planning, construction and disaster response management; conduct information and education campaign at the barangay/community/school level especially those directly affected and recommend to the Chief Executive or the City Council measures to avoid or lessen the impact of calamities.
The above activities of the said technical committee for the conduct of a multi-hazard mapping of the City of Baguio has been given a budget of one million pesos to be sourced out of any available funds as provided for by the said law. Also, the technical committee shall be composed of concerned offices/agencies and personalities as members to include the Mines and Geo-Sciences Bureau-Cordillera, the Philippine Institute of Volcanology and Seismology, the DPWH-CAR, the DOH-CAR, as well as the president of the Liga ng mga Barangay-Baguio City Chapter.
