CLUP in Loakan

BAGUIO CITY – The first-in-a series City Land Use Plan (CLUP) consultation was done with city officials, Barangay officials, Indigenous Peoples of Baguio, representatives from the National Commission on Indigenous Peoples (NCIP), City Planning and Development Coordinator OIC Engr. Evelyn Cayat, and concerned individuals, last week at Acapulco, Lucnab through the office of Councilor Isabelo Cosalan, Jr.
Councilor Cosalan, Jr., chair of the Council Committee on Urban Planning, Lands and Housing was joined by Barangay Affairs chair Councilor Joel Alangsab, lawyer Manuel Cuilan and Ibaloi leader Basilio Binay-an who expounded on matters at hand.
The group was informed of the CLUP salient points: a long term plan on preserving the city’s pristine beauty, culture and historic heritage, in harmony with the environment, and in consonance with laws as fashioned by the city’s lawmakers. The city as a tourism spot and gateway to the Cordilleras, education center of the north, medical haven even to peoples of Region 1 should be maintained, or even enhanced, it was learned.
This would prove to be a difficult job, Councilor Cosalan, Jr. said, and asked for the indigenous group’s contributions to the CLUP. Revisions shall be done to the plan, if needed, he also said as to public clamor. He assured the group that the CLUP is included in the city’s Annual Investment Plan (AIP) and the Medium Term Development Plan (MTDP). Once revisions or amendments would be incorporated, the CLUP shall be presented to the council for approval. Public consultations, such as this, the councilor said, would be done.
There would also be a need to harmonize the laws, as to the needs and priorities of the indigenous peoples, it was discussed.
Indigenous peoples’ needs should be looked into; water, housing, education, and other social needs, in consonance with the land use plan, and all the natural resources within, the councilor said.
OIC Planning Officer Engr. Evelyn Cayat thus explained the city’s zones: commercial and industrial, residential and restricted zone. Commercial would include those in the Central Business District, while some industrial zones would be found in the outskirts of the city. Restricted zones would include that of the proposed Environmental Sanitary Landfill at Sto. Tomas. Other restricted zones are hazard-prone zones: sinking eroding and slippage-prone areas.
The road network, circulation within and access to the city were also included in the CLUP, which was explained, as coordinated with the Baguio-La Trinidad-Itogon-Sablan-Tuba-Tublay (BLISTT) project.
The CLUP, a product of an earlier visioning done barangay-based, charted the future, Engr. Cayat revealed. It was analyzed and validated by sectors called for the purpose, she added.
Councilor Cosalan, Jr. Atty. Manuel Cuilan answered queries from the attendees, as with NCIP representative Atty. Badecao.
He further assured the public that more consultations shall be done for other concerns. -juliegfianza
