BARANGAY CONCERNS AND BAGUIO YOUTH PARLIAMENT

During the January 6 PB’s meeting with the City Mayor, several actions were undertaken so as to empower the barangays and to guide them in their service to their constituents. The office of the City Vice Mayor Daniel Fariñas distributed copies of approved Sangguniang Panlungsod ordinances so as to solicit the barangay’s support in the implementation of said laws, particularly City Ordinance No. 15, series of 2011 entitled “Banning Parking of All Motor Vehicles Marked “For Sale” on All Roads in the City of Baguio”, and Ordinance No. 06, Series of 2011 as amended, focusing on the amended portion, Section 1.B.It shall be mandated for betel nut (nganga) aficionados to discreetly spit in receptacle or containers, which shall be provided by themselves, to ensure the sanitation of public places and to safeguard the health of all citizens and persons in the City of Baguio.” The said project of the vice mayor was intended to appraise the barangay officials of existing city ordinances which may be applicable within their barangays.
The Office of the Department of the Interior and Local Government (DILG) likewise distributed a handbook entitled “Guide for Punong Barangay and Sangguniang Barangay Officials” which is an outline of basic strategies for barangay governance, as well as inclusion of duties and functions of the barangay officials.
Hon. Joel Alangsab, Liga President and City Councilor, has likewise made a move on informing the barangays about the existing city ordinances which would be of benefit to them. Ordinance No. 32-88 entitled “An Ordinance exempting Barangay Officials from the payment of Court, Police, Mayor and Fiscal Clearance Fees and Amending for the purposes Ordinance No. 637,” and Ordinance No. 071, Series of 1993 entitled “Amending Ordinance No. 32, Series of 1988, Amending Ordinance No. 637, to Exempt the Sangguniang Kabataan (Chairman, Seven Members, Secretary and Treasurer), and members of the Barangay Tanod (BT), the Integrated Barangay Tanod (IBT), the Lupong Tagapamayapa and other Barangay Brigades from Payment of Court, Police, Medical and other clearance fees for official or personal purposes.”
Hon. Alangsab expressed that although minimal in value, these privileges would be of great assistance to the barangay officials and its elected personnel. These ordinances were approved since 1988 and amended on 1993, and it is high time that the barangays would be able to benefit from it.
Barangay officials who have not yet obtained their copies may get their copies from the Liga ng mga Barangay – Baguio City Office, City Hall, Baguio City.
The National Youth Commission – Baguio, National Youth Parliament Alumni, Cordillera Youth Leaders and the Brotherhood for Peace will be holding the 1st Baguio Youth Parliament on January 28 – 30, 2012. The activity is in coordination with the City Mayor’s Office, the Sangguniang Kabataan Federation – Baguio headed by Hon. Karminn Dinney Cheryl Yangot, and the Liga ng mga Barangay – Baguio led by Hon. Joel A. Alangsab.
With its organizing committee, over-all chairman Alwin Reclusado, co-chairman & media relations Jason Balag-ey, program manager Armando Angeles, Jr., secretariat head Aaron Bungag, and asst. secretariat head Jovelle Dacumos, the 1st Baguio Youth Parliament was conceptualized in preparation for the National Youth Parliament which is a national program occurring once every two years. The objectives of the Baguio Youth Parliament includes: to convene youth leaders of Baguio City to meet and discuss Cordillera and relative Baguio City issues, to institutionalize youth participation, to promote youth-related activities, implement innovative and dynamic youth activities, provide strategies on evaluations of continuous activities, maximize number of well-equipped delegates to the National Youth Parliament and to promote Cordilleran culture.
The program is open to Filipino citizens aged 15 to 30 years old as of December 31, 2011 and must be a bonafide resident of Baguio City. The applicant must be an active youth leader/member in the community and an officer of a youth organization or youth-serving institution; must be of good moral character and has not been convicted of any crime involving moral turpitude; and must not have been a delegate in any National International Congress, Parliamentary and other policy-making conventions.
Interested participants may coordinate their application through the Sangguniang Kabataan of their barangay for details and other information. Deadline of registration is on January 24, 2012. Hon. Joel Alangsab expressed that the Liga ng mga Barangay is in support of such activities as they are intended to advance the welfare of the youth, especially our youth leaders; which is why we enjoin the support of our barangay officials in looking for qualified youth leaders, whether they be from the Sangguniang Kabataan or non-government youth organizations.
