LA TRINIDAD, Benguet (PIA) -- Kibungan officials crafted the town’s Children’s Code recognizing children’s right as they play a vital role in nation building.

Municipal Ordinance No. 27 series 2011 otherwise known as the “Kibungan Children’s Code” was passed to respond to the need to codify and enact related laws and streamlines various child-friendly programs of existing government agencies and non-government organizations in providing services for children.

This is also in recognition of the importance of teachers as assets of society and it is only when they are able to exercise their rights that they develop their full potentials.

The code ensures the children’s protection against all forms of abuse and exploitation, promote their welfare and development, and that no child is left out in the municipality. It also sees to it that they are given priority attention both in government and civic society.

It further enables them to fully develop their potentials and participate in community life and nation building. Moreover, it inculcates among the youth patriotism and nationalism and encourages their involvement in public and civic affairs.

But in protecting their rights, the society has also a role to play which emanates in the family. Educational institutions, mass media, judicial institutions, local government units and the civil society have their respective roles and responsibilities as well in promoting and protecting the rights of the child.

The code stipulates a holistic approach in promoting and protecting the children’s physical, moral, spiritual, intellectual, and social well-being.

The country is a signatory to the United Nations Convention on the Rights of the Child (UNCRC). Pursuant to international instruments which support children’s rights, there are several national laws crafted including the Philippine Plan of Action for Children (PPAC) which implements laws on children’s rights.
