Attempts at Regionalization for the Old Mountain Province PDF Print E-mail

Presidential order No. 1 of then President Ferdinand Marcos divided in the Country in 13 regions supposedly for better administration, planning and development.

The old Mountain Province composed then of four provinces and one city was not made as one region. Instead the provinces of Ifugao and Kalinga-Apayao were placed under Region 2 (Cagayan Valley) and the provinces of Benguet, Mountain Province, and the City of Baguio were placed under Region 1 Ilocos Region). With this arrangement the above provinces were somehow minoritized and got less attention in terms of fund allocation and development projects which was understandable at that time.

In 1976 the governors of these four provinces forwarded a resolution to President Marcos asking for a separate region for the old Mountain Province coverage. But the request had not been granted.

Assemblymen or representatives in Congress of Ifugao and Baguio namely Jess Paredes and Honorato Aquino respectively filed separate bills in the Batasan for a separate Mountain Province Region. The bills also did not prosper.
